I agree that lickitung is mental but zangooses animation is a little slow looking, I just think it is more energetic

Lickitung looks better than Zangoose. Zangoose is like acting cool while I think that Likitung is far more cuter.

{lickitung} is cooler, but has too high of a frame rate, looking like it had a little too much caffeine, and {zangoose} is just fine :D

Licktung does look like the ones from the mini-game in Pokemon Stadium when they eat the wrong foods. I guess Licktung would be cool for humor and Zangoose would be more of the calm cool look. I would actually go with Licktung.
