Due to the recent surge of requests for stuff here, I decided another official rater was needed. I chose a candidate and PM'd him with the offer, which he accepted.

Oh yeah, an update on changes I had been planning... I'm guessing I pretty much have free reign over BT now, seeing as FireStarter didn't care to reply (I don't blame him x_x) and tiger10x is... tiger10x.

If you want to battle competitively,you need to make good use of the natures or you gonna have a huge handicap against your opponents,for example:If you fight a garchomp using your own garchomp you will always lose because yours is slower.Your team is too much based on physical sweeping and you have a serious unbalance on your defenses...I suggest switching one or two physical sweepers for some Walls.

I call it the Killer Blissey. Most people play Blissey as Clerics, Annoyers etc. But I crafted this set to take advantage of the Physical Attacks that many people fire upon Blissey. Basically, counter takes care of most if not all physical attackers who fail to 1HKO Blissey with a Physical attack. And that is a very common case on this Blissey. Even the much feared Typical Garchomps get destroyed completely by this set. Few moves can 1HKO this Blissey, but they are the only things this Blissey needs to fear. Stabbed Close Combats for instance, normally have a high chance of 1HKOing Blissey. Of curse, Charge Beam raises Blissey's Sp. Atk 140% of the time with Serene Brace, so you can expect this Blissey to do a lot if the opponent doesn't have an appropriate counter.
thanks for this moveset but i want to ask isn't waterpulse more better than Ice beam because strong physical sweepers usually lose because they are confused and hit themself because they failed to attack.

Unless you're thinking of switching in on an Electric Attack, I'll advise you to get a Jolly one instead. Also, Rock Slide isn't really needed, so I think Low Kick or Cross Chop should replace it. There are Life Orbs and Expert Belts around, so use them instead of Muscle Bands.
I don't really know about choice items so i want to ask if you can explain it to me. i know cross chop is better but if i use i my team won't have any rock type attacks so i want to ask you if i should change this move or not

Fire Punch gets a Double Boost from Blaze and Stab, more than enough to take care of not very effective issues.

I believe I have all of my bases covered with this moveset, if not, please tell me what needs to be replaced.
Fire Punch>Fire Fang, because it is stronger, more accurate, and has more pp. Losing the 10% chance of flinching that Fire Fang gives is hardly a set back, so go with Fire Punch. The downside with Fire Punch is that Charizard must learn it from an Emerald move tutor. Moveset-wise, it looks pretty good. You can go with Dragon Claw instead of Crunch if you want to hit dragons.
As for everything else, it really depends on what you do. Let's start with the items. Leftovers is okay. It's a sweeper, so it won't get a major boost from it. You can go with Life Orb, or Expert Belt if you want more power. Life Orb allows it to potentially gain Blaze, but it may make him die faster. The truly best item on a Belly Drum set would be a Salac Berry, which boosts its speed by one stage (1.5). It activates at 1/4 HP or less. Now, to get the berry to activate, you're going to need substitute. The idea is to sub first, which takes away 1/4 HP, then Belly Drum to take away 1/2 HP. Then the berry should activate instantly. Blaze should too. EVs look fine. Make sure that your HP is divisible by 4 when your Charizard reaches level 100. As for the nature, since you're already going to get a speed boost, you should go with an Adamant nature. Jolly helps, but it's mainly to outrun a very small number of Pokemon. In doubles, be careful, cuz they could gang up on you. In the last two slots, give it Fire Punch/ Fang and Earthquake. There are some other variations that use Salac Berry without a sub, but in my opinion, this is safer. Watch out for phazers though; they will definitely ruin your fun.

The purpose of this togekiss is to buy time for my Charizard. He uses Follow Me until the Charizard is ready to sweep. Then while the Charizard is sweeping he Thunder Waves and Air Slashes anything that isn't getting beat down by Charizard. It is especially effective considering the "Serene Grace" that the Togekiss has. Being paralyzed PLUS the increased chance of flinching from the Air Slash cripples them good.
It seems like you want to block both physical and special attacks. Being able to use Follow Me definitely helps Charizard set up. I like that idea. The hard part is surviving, and the question is for how long? After using Follow Me, Togekiss may or may not survive both hits. You can potentially use Roost in place of Thunder Wave if you want it to last longer (the speed issue will be a problem though). You don't have to, of course.
Once you use Follow Me, Charizard will be guaranteed to get a sub up. Your opponent will probably suspect the Bellyzard variation, so they might try to attack him before he uses Belly Drum. Sub will block one attack, but since this is doubles you're playing, the other might attack Zard after the first breaks the sub. So you have two options: take the time to Roost, T-Wave, attack, or use Follow Me again. Using Follow Me twice will be, most of the time, painful for Kiss. It really depends on which Pokemon they lead with (offense/ defense). If they start with defensive leads, you'll more than likely get to set up. With offense, there may be some problems setting up.

A GREAT sweeper in my opinion with the wise glasses it seems like very few things can stand up to one hit.
The EV spread looks good. The item, not so much. Wise Glasses only boost your special attacks by 10%, which is very small. You're better off going with Life Orb or Expert Belt if you want a boost. You'll want to use a Timid nature, so you can make sure that you're faster than those that have a lower base speed, but are using a speed boosting nature. In otherwords, give the slower guys absolutely no chance of outspeeding you. Besides, most other Gengars use Timid natures, so you won't have a chance of surpassing them. Plus, it allows you to hit Pokes that have higher base speed than Gengar, but aren't using speed boosting natures.
Rule of thumb: most sweepers need and use all the speed they can get. Why? The more speed, the better. The exceptions are Pokes that set up, using speed boosting moves, or Pokes with Choice items, mainly Choice Scarfs.
As for the moveset, Psychic covers about the same thing that Shadow Ball covers. Sludge Bomb and many poison attacks generally aren't worth it, because it is resisted by many types, is immune to steels (very common), and it only hits 1 type for SE damage. Grass isn't all too common since they die to everything so...Sludge Bomb is out of a job. Confuse Ray is a pretty decent annoyer attack, but it's better left to other pokes, like bulkier ones, since confusion doesn't guarantee them hitting themselves, so Gengar might die horribly. If you plan on using it anyways, you may as well go with a better statuser: Hypnosis. It pretty much guarantees a free hit, regardless of whether or not they switch next turn.
Energy Ball is nice, being able to take care of Swampert and similar pokes, if they're a problem on your team, but Focus Blast is generally the superior option, since it hits dark types, like Weavile and Umbreon switch-ins, that resist Ghost assaults. It also hits normal types, ice types, steel types, and more. If you don't like Focus Blast's and Hypnosis's acc, then you can give it Wide Lens.

Brave Bird is another option instead if Drill Peck. Just saying if you weren't aware of it. Although I doubt you'd want to rebreed. Besides, the recoil is kinda iffy. Instead of Spikes, you can give it Stealth Rocks. Again, just a heads up. For the fourth slot, give it Roar or Whirlwind. Whirlwind is better because soundproof Pokemon are unaffected by Roar. Whirlwind is, and sounds cooler anyways. I don't know what its ability is, but Keen Eye is better cuz OHKO moves are banned in competitive play, but Sand Attack isn't. Neither ability are that great though and won't be used often. Shed Shell helps if you're afraid of Magnezone and pokes that will trap you (just go with leftovers).
Its special defense is junkish, so this spread should be better: 252 HP / 96 Atk / 156 Def / 6 Spe.

You're missing its spread and nature. I'm going to assume this is the spread: 6 HP/ 252 Atk/ 252 Spe. Nature should be Jolly, unless it's Choice Scarfed. Adamant is okay, but Jolly is better. Instead of Crunch, give it Swords Dance. Switch it in on something that you know they'd be forced to switch out. Swords Dance on the switch. Then sweep. Crunch is mainly useful for Cresselia, but otherwise it'd just be a neutral attack, which Dragon Claw does a better job at, since it gets STAB. Dragon Claw and Earthquake takes care of everything. Fire Fang takes care of levitating Bronzong and Skarmory. You can give it Leftovers or Yache Berry. Leftovers isn't too great. Yache is actually pretty useful, since so many teams pack Ice Beam to counter the dragon.

The Porygon-Z is the team member I have the most doubts about...some constructive criticism would be most appreciated here.
Its ability should be Adaptability. The item could be Life Orb, Leftovers, or Focus Sash. Tri Attack is a must since it's its STAB move (Adaptability making STABs bigger). Nasty Plot definitely should be used, giving it a major boost. The third slot could go to Dark Pulse, so it could take out Ghosts, who is immune to Tri Attack. Ice Beam could go in the last slot. Thunderbolt could as well. IMO, Ice Beam>T-Bolt, cuz you already have a user with T-Bolt. Hyper Beam could go in the last slot as well, giving you a chance to take out a Blissey in one hit, assuming you're holding a Life Orb. It's very risky though, since even after you KO, you can't do anything next turn.
Well, that's it...this is a team void of legendaries because my rival and I agreed that our next doubles battle would be legendary free. Any feedback would be appreciated, I understand the raters are kind of swamped, so whenever you get around to it is just fine 
Your team overall doesn't look too bad. Lol, I keep forgetting this is for doubles. Mm, careful for electric attacks, cuz literally half of your team is weak to it. Garchomp's immunity will help out there. He's the only one who can do it. Electivire could be a problem. You know, Charizard might actually be useful with Jolly, if only to combat Electivire.

Avoid using multiple same type attacks on one Pokemon. Air Slash is a good alternative over Fly. Fly isn't favorable cuz it gives an enemy a turn to prepare. Giga Impact and Hyper Beam-esque moves aren't the best options, cuz you can do more damage in two turns. You also give them a chance to set up or do whatever they want. Give it Earthquake, since it can hit Levitaters as well, thanks to Mold Breaker. As for its item, you can give it a Focus Sash, so it's guaranteed to hit at least once before dying. Yeah, Endeavor could work with FS. It's really slow and fragile, so it's hard to use this guy properly. If you could BP some speed, that would help. Adamant nature is the best. Jolly works too, but it won't help all that much.

Alakazam doesn't use Reflect too well, cuz it dies really fast. Trick Room would ruin him. It makes fast pokes slow, and slow pokes fast for a few turns. Alakazam is fast. -_- Focus Blast helps against darks. Energy Ball and Grass Knot are worth a thought. Calm Mind and Charge Beam helps him sweep better. Recover...bad...he's too fragile. Most sets use a Timid nature, but Modest works too.

Need suggestions on Alakazams moves
If you don't play by EVs, then that's fine, but it makes it harder to rate, since things aren't as focused, and moves don't work as well as they should. For example, if my Scizor is a BPer, but I don't have/ hardly have any speed EVs then, after my agility, it won't be fast enough to BP correctly. Or if it has too much, then it'd be wasted. Let's say that Blissey needs to wall, but there are no EVs in any of its defensive stats, then it wouldn't wall as well.
I can't give you good advice, cuz when you do a battle without EVs, everything is different. A Calm Mind or a Nasty Plot doesn't necessarily guarantee you anything. <-- Just one of many examples. That, and I don't know what you specifically want to do with it. I could go off listing movesets and stuff, but you may as well go to Smogon for that. In casual battles and in-game battles, pretty much anything works. As for your team as a whole, lots of offensive pokemon. It could be more or less be classified as fragile and most likely unstable. Then again, it depends on your opponent as well. I mean, I'm not saying that you can't win with it, just that...well, there isn't any clarity.  Not sure how else to word that.
ATTENTION ClUeLeSs: Hopefully you'll see this...I agree with what Koipen said about Umbreon and Gyarados. Gyarados doesn't need max speed. Maxing it doesn't necessarily give him any advantages that 184 EVs give you. Besides, the HP could help him buffer blows when he Dragon Dances. As for Bliss, I prefer T-Wave, but Toxic works too. I'm not sure, but maybe you can try simply dumping all of the EVs into Def and HP, with the remaining 6 invested in SpDef. If you go with Gengar, then Koipen's is good. You can switch Life Orb with Wide Lens if you don't like the accuracy of Focus Blast and Hypnosis. Gengar is the better option, but if you want Zam, then this should do:

This is obvious. Tyranitar of course. It has high Defense to begin with, along with 300+ Sp. Def thanks to Sandstream. Tyranitar easily beats Rampardos's attack after 1 Dragon Dance, it's deadly....
Talking about why Tyranitar is stronger doesn't seem enough. So I'll talk about why Rampardos is Weaker.
Rampardos has like half the Defenses of Tyranitar, which also translates into pathetic endurance. All it takes is a Stabbed move to KO it. On top of that, unlike Tyranitar who Compensates its slow speed with Dragon Dance which actually turns Tyranitar into a fast Pokemon, Rampardos has pathetic Speed. This means that any Pokemon who's Faster can easily take Rampardos out if they can do enough damage etc. High attack must match up with Endurance and/or Speed, otherwise, it's as good as having nothing.

If you want to battle competitively,you need to make good use of the natures or you gonna have a huge handicap against your opponents,for example:If you fight a garchomp using your own garchomp you will always lose because yours is slower.Your team is too much based on physical sweeping and you have a serious unbalance on your defenses...I suggest switching one or two physical sweepers for some Walls.
Tyranitar vs. Rampardos: Tyranitar for sure.
First fact: Movepool. Tyranitar has one of the best physical movepools in game. It has Dragon dance to boost it too. It also has awesome special movepool, having all beams and decent special attack.
Second fact: Defenses. Tyranitar has Decent defense, good Special defense in Sandstorm, and good Hp. That's how he can take those 2 turns with Dragon dance easily.
Third fact: Speed. Tyranitar has Dragon dance and base 60 speed (70), While Rampardos has 30 (40) base. Rampardos has Rock Polish + Sash combo, and Tyranitar Dragon dance. This goes to tie. Altough double stat boost in one move is very handy.
Rampardos can Focus Sash and Rock Polish, but Tyranitar can boost it attack to massive. Mold breaker is better tough in Rampardos. Choose what you wan't, but T-tar is better.

I agree with Sapphirath about T-tar being better. But Rampardos has some good Points too... He can do a Focus Sash/Endeavor combination if you want to have some laughs against cresselia or other pesky Walls. His speed problem can be solved with Rock Polish ,but First priority still gonna hurt since his Rock Type
has many weakness (Mach Punch,Vacuum Wave,Bullet Punch).Rampardos also lacks a second type,so he have less resistances and lacks a secondary STAB.
One thing about Tyranitar that you should know,if you gonna use it,make sure that most of your team is immune to Sandstorm or you will have a huge disadvantage,since you gonna lose Leftovers Recovery.

Brave nature is bad for Khan because she have a nice speed. For stabed attack use Return, and Sucker Punch is evil with substitute,because it forces your oponents to attack fearing a Focus Punch.
For Evs,you might want enough to do 101 Substitutes(404) and lot's of attack,the rest can be put on speed.

Using to much weather changes is not a good thing...you could go for a more direct moveset since Froslass don't have a good defense and hardly can set up a hail...you could go for a sweeping set with
Ice Beam/Thunderbolt/Shadow Ball/Destiny Bond with a Timid nature and a life orb ...so you can take down at least one pokémon down with you.

I'm not sure about those two...I don't play to much on ubers metagame...
Overall,You have a little problem with teamwork...as i can see,Tyranitar and Froslass mess up your team with their weather changes,especialy charizard that will have his sweeping potential minimized by this residual damage and the lack of a Rapid Spinner on your team to get ride of Stealth Rocks...Getting a Spinner/Wall immune to Sandstorm would be a good start.

Not bad for a first team.Nice combination of Offense and Defense and the typings of team has few shared weakness, but you didn't posted the EV Spreads,some movesets need some work and you have a nasty weakness to Gengar...

Noir: Fire punch to Shadow punch, and W-O-W to Curse.
Lotic: Same as above, Aqua ring and M-Move to Cover and Nosis.
Chomp: Standard. Good. You can switch Yache for Life Orb, but Yache is good too.
Vire: Maybe Cross Chop over Brick break. But still good.
T-Tar: EQ for Avalanche, item To Life Orb, but good.
Kiss: Agree with Bush, but maybe Thunder Wave to Body Slam, as 60 % Para is nice, and it his Garchomp and Gliscor. (Altough you lose to Gengar)

Roxas: The problem with using Trick Room on Alakazam is he's fast and there'd be no point for him to use Trick Room, even if it's just to help out Rampardos. You're not using him to his full potential then, cuz what are you going to do after you use Trick Room (assuming Zam does survive)? He's too slow now to do anything, and you'd just have to let him die, or switch out. If you switch out, Rampardos might not survive coming in. The whole point of Alakazam is to hit fast and hard, and make sure that he takes out other Pokemon before they can even touch him.
That's a good idea with Trick Room, but give it to someone bulky and slow like Exeggutor or Bronzong. That, and you need to build your whole team around Trick Room if you want it to work effectively.
Whoa, so much has happened in my absence (which hasn't been too long). Tyranitar>Rampardos. I'm not saying Rampy can't work, just T-Tar is flat-out better.

Leftovers as an item. You could try the Sleep Talk set, giving it Rest and Sleep Talk instead of Aqua Ring and Mirror Move. Milotic can't learn Mirror Move...or did you mean Mirror Coat? Modest is a fine nature to go with for a sleep talker. The idea is to activate Marvel Scale when you're asleep, and Sleep Talk makes it so that you're not completely helpless.

Mil-Tank. Toxic takes down walls and can stall with rock slide/milk drink. Being normal type allows me to Switch into Ghost attacks used on my Alakazam and Mismagius. Thick fat also allows him to switch in to fire/Ice safely as well as hit 2x effective back to those types. Lacks STAB but ground/rock holds good coverage as well as my answer to electrics.

Just be careful about pokémon that carries Taunt and Gengar Leads.

Nice, but in my opinion don't use substitute with life orb, or Zam isn't gonna last for long, especially with all those residual damage that we always see on OU, Stealth Rock,Sandstorm...I think Calm mind is better if you can predict a Switch...
I know that you're already faster than a Garchomp ,but Infernape and anything faster is a danger to you...
So i suggest a Timid Nature...Since you're quite strong and are packing a Life Orb.

Cursewall, Skill swaping in double battle w/ mismagius's Levitate can be quite helpful. Shadow sneak works great as an unexpected finishing move after cursing and attacking as well as after a curse Shadow sneak can near KO to OHKO a Gengar/Alakazam.
Nice set, but since you're Cursing anyway why don't move some of those Attack & Defense EVs to HP and Sp.Defense? Just thought, this one is fine anyway...

A somewhat bulkier Kingdra set, made to take a hit to get dragon dance in then mix-sweep. gets a 12.5% crit rate with the scope lens which will KO most opponents. Waterfall-flinch is quite nice after Dragon dance.
I don't think that a Calm nature would be the best for this set...you have about 240 attack and about 200 Speed,right? I think it would be better to breed him/her for a better nature and getting a Focus Energy somewhere there...

Thunder punch will allow him to take out all the popular dual water threats that otherwise resist him, so I have some trouble choosing which punch to use.
Not much to say here...Except getting some speed EVs to getting to 210, so you can make best use of agility and maybe a Life Orb as a Item...

If your ability is Guts, you can use a Flame Orb as item that together with the Baton Pass from ninjask will hurt a lot; If your ability is swarm, keep the lefties...as for moveset use Close Combat and Stone Edge over Brick Break and Rock Slide,and maybe a Jolly nature would be better.

Your team is too much based on Defense...having some wall is always nice,but if you don't have a good reliable sweeper you will be facing hours long matches, BulkyRados and T-Tar are dangerous threats to your team since you don't have a counter for they.

I think Mild or Rash would be good if you want a Mix-Sniper Kingdra...
