So i'm running a Rain Dance team...and i need an aqua jetter...not choice banded....both Empoleon and Kabutops learn sword dance + aqua jet...their sets are:

Empoleon@life orb
252 HP, 252 Attack
Adamant
Sword Dance
Yawn
Aqua Jet
EQ/drill peck/Avalanche

Empoleon is much studier than kabutops and can set up sword dance much easier with yawn....he's very slow but it's ok because his overall bulkiness makes up for it + aqua jet

Stone Edge
X-scissor

Kabutops has a higher attack, but much less sturdy...It has a better movepool and would be faster thanks to his ability swift swim. The reason i'm not putting waterfall on here is because i need a first priority move on my team..and without rain dance kabutops would need an alternitave strategy to make it for it's speed...

I'd say empoleon with earthquake. Earthquake because of those pesky electric types.

If you run kabutops I'd go with a focus sash for the item, his base HP is only 60 and with no EV investment it'll hit around 250HP total. So by the time it gets SD up it'll only grab a hit or two before it's KOd either by the opponent or itself.

Empoleon is a much bulkier choice and may be able to make use of the life orb, but go with drill peck as your attack. with EQ grass types will wall you and with avalanche water types will block. Only Lanturn and other Empoleon resist both water/flying.
You could also use a focus sash on empoleon and take better advantage of torrent's 1.5 boost to aqua jet, but it's a bit more risky.
