Ok so I was thinking about entering the Spring Tourney on the Global link web page. Looked through the banned Pokemon and Chatot? The other's I can Understand, but Chatot?? I also took notice fromthe last tourney, Chatot was also there. So is Chatot Banned from VCG play? If that's the case,why? Im just curious and a little baffled...

It's because of the move Chatter. Either a bug with the move's sound effect or they don't want people swearing at each other (Despite it always sounds like static.) on online play.
