I think it's in one of the secret item rooms in the Ruins of Alph.

I'm not positive it's the Life Orb, but I remember getting some Orb from there...

Specifically, inside the fourth chamber of the Ruins of Alph. This chamber can only be accessed through Union Cave. If Ho-oh is in your party and you examine the back panel, it will open up and you can obtain the Life Orb.

In that case, you ain't getting that orb until halfway through Kanto.

You could always have a buddy trade you their Ho-Oh, but that isn't always an option...

Honestly It would be better to try go through the kanto instead of trying to trade for someones HO OH , like somebody is really going to trade one of those away for nothing, it took me maybe a hour once i got to kanto to get pewter city its not that hard
