I haven't played for a long enough span to get a good moveset. I just like to restart a lot.

I never really liked the Rain Dance - Surf - Thunder Combo, whenever I would set it up Rain Dance, I would get nailed by an EQ.

Moltres' sky atack kind of stinks, because it gives your opponant a chance to switch out. Give it something like wing attack.
P.S. Remove all sky attacks. Replace it with a better flying attack.

Surf eliminates it's only weakness. The only trouble will come from a pokemon with a ground type move that's a non-ground type.

Don't replace it. Steel wing gets rid of its weaknesses, (ice and rock) so you can take out more types Zapdos is weak against.

Espeon doesn't learn any fire moves and I wasn't lucky enough to get HP Fire.
I don't really want to shark on illegal moves, if I wanted to do that I could start sharking Spore onto Electrode, Aeroblast on to Articuno? and Ice Beam on to Raichu? I want my team to be legal.
Get what I mean? It gets kind of boring when your pokes have sharked attacks.
And for Arty I'm thinking of Substitute + Reflect combo over Bubblebeam and Sky Attack.
So what do you think?
I think you will make a pretty good rater.

You already maxed out all _V's possible? I was just getting carried away, I've never used a gameshark.

First start with substitute and reflect, then carry on and freeze them and slow them. Switch out when you feal you have done enough, and finish them off.

As rater, there's no need to request for people to create teams just for you to rate. Your post can be considered as spam, so don't do that in the future.

Well, since the other applicant kind of dropped off the map, I am declaring Water Pokemon Master our fourth rater. Y'all have your fun, maybe I'll post my team in here eventually.

Smeargle Move Sets
It seems that I have yet to come up with any Pokemon movesets that really impress anyone... fair enough but I been thinking about the possiblities with Smeargle, as I have yet to capture one of these myself, I haven't had a chance to try it out yet but even thou Smeargle has poor all round stats (That explains why it isn't more popular) the idea that you can have any move combo appeals to me so here are a few combos I have made up.

Calm Mind/Psych Up/Cosmic Power
Double Team/Swords Dance
Iron Defence/Bulk Up
In essence this is a pure Baton Passer designed purely to use all 3 Stat improvement moves and then Baton Pass them, hopefully he/she will survive long enough to BP them.

Mean Look
Destiny Bond/Explosion
Flatter/Glare/Hypnosis
Perish Song
The idea behind this is to use Mean Look to trap the unlucky Pokemon and then hit it with Perish Song and then confuse/paralyse/put to sleep the Pokemon before you call back your Smeargle. The Destiny Bond/Explosion is only used if you think your Smeargle will die before you be able to call it back.

The hope of this is that you would be able take out any Pokemon in 2 moves, Lock On to make sure the Guillotine or Fissure attack connects for a 1 hit KO and Spikes are used in case the trainer decides to change Pokemon in the hopes of avoiding been KOed.

You seem to have definitely figured out how to use Smeargle, and I'll be honest with you, it's not good for much else, since it's stats are all so poor. Sometimes I use Smeargle like this, however:
@ Brightpowder
Mean Look
Perish Song
Protect
Fly
A Singer. Alternate between Protect and Fly to avoid damage. Try it out sometime, you might like it.

But doesn't Perish Song kill you too if you stay on the field? Thats why I designed my Smeargle to Trap, Song and just staying long enough to sleep/confuse/paralyse my opponent before changing my Pokemon.

Well I may not be a rater, but there's a Creative (I think it'd be) set I like.
@ Brightpowder (I perfer this, since Espy just has ok HP)

Sunny Day makes Morning Sun refill your HP completely and it powers up HP Fire, though if you can't get HP Fire you could put Bite over it.

Morning Sun/Toxic/Roar
HP Water, only because it sweeps pretty well. But pretty much any special-type Hidden Power will do. Just stay away from any type powered by normal attack (Fighting, Poison, Bug, Steel, Ground, Rock, Flying) as Espeon has absolutely wretched Attack.
If you need help on determining your Hidden Power, just ask.

i can shark my espeon any move or hidden power so thats not a problem...
but if i use attract (since most pokemon are male) shouldnt my espeon be a female?
and is there a way i can shark gender?

Seismic Toss
Night Shade
Confuse Ray
Super Fang
Smeargle has woeful stats all round so Super Fang or two can reduce any Pokemon down to its last few HP while Seismic Toss and Night Shade makes sure that you can deliver fairly high amounts of damage no matter what and Confuse Ray can really annoy as well as harm your opponent.

Lock-On
Sheer Cold
Horn Drill
This one is designed to be able to KO any Pokmon very fast... Ready! you lay down Spikes, Get Steady! You Lock-On and Go! Sheer Cold or Horn Drill will KO them. If the enemy trys to leave before you can KO them, the Spikes should damage the switching Pokemon.

im not a rater but if i may...
the first one: ditch seismic toss cuz nightshade does the exact same thing and u dont want two similar attacks so add substitute in there for a little protection while u confuse and dish out the damage.
the second one: good idea but sheer cold is not in g/s/c (which this topic is actually in) and maybe add fissure for the scheme (cant think of better one at the moment) to KO the ghost pokemon you're fearing.
