He is at the Rustboro end of the Rusturf Tunnel, and if you talk to him, he should give you a repeat ball. After that, you should be able to buy Repeats and timers at the Rustboro.

If that doesn't work, have you used a gameshark/ AR? Those things are murderous to games if you use them incorrectly, and that may be a side effect from one.

You need your id number to end in a one or a six.

You need to completely fill the hoenn dex, and it only occurs on Emerald.

1 - 200 must be done.

Go to http://psypokes.com/dex/search.php?type=number for the pokemon in the hoenn dex (type 200 in the top box).

I have a question on breeding. I read the breeding guide in the psylab, but I'm confused. Now, what I want is a Scizor with silver wind. I think I breed a Scyther and and a Butterfree (female and male, respectively) together, make sure I get an adamant one, evolve it with a metal coat. Do I just train it to a certain level and it will learn silver wind?

No. As long as Butterfree knows silver wind and is male, scyther will know it as an egg move. No level up thingy.
