No, no, no, no AND NO! Phione isn't a legend - you can breed it to gain more Phiones. AND DON'T SAY THAT MEANS MANAPHY ISN'T A LEGEND BECAUSE YOU CAN'T BREED MORE MANAPHY'S. And even if it was, banning it from OU is out of sense. It's basically a Glalie with better typing, movepool and ability. Heck, I wouldn't even ban it from NU.
