ah... Claydol. Seriously, this pokemon has too many uses for it's own good, as I am struggling with movesets for this one as well. you'll have trouble hitting flying types with this set, so put in stone edge>explosion, reserving the fact that you want rock/spin in the moveset.

it depends on your needs of your team, mate. if you're lacking a pokemon that can take a handful of hits, go with metagross. if you want a pokemon that flat-out hits hard the instant it comes out, go with salamence.

protect... confuse ray will suffice in getting free turns, so an attacking move should go in the final spot. you have a wide selection for the final spot: psychic, flash cannon, grass knot on the special side. gyro ball (although you don't have a -spd nature), earthquake, stone edge on the physical side.

I don't think Sceptile's attack would be high enough to sweep effectively without a Swords dance...and giving it a Choice Band would involve a lot of switching if the opponent switched to someone resistant against the attcak Sceptile was previously using...a waste of good turns...Sceptile has a high Speed...getting in a Swords Dance B4 the foe attacks it shouldn't be a problem at all...

If you're playing this in non-competitive battles than I guess Double Team is fine and u might want to replace Faint Attack with Wish....makes Umbreon a wonderful supporter....however, if you intend to use this competitively than you'll have to replace Double Team with Curse...oh, and since your Umbreon won't be attacking much or at all I think it'll be better to get a Bold or careful one...

in the competitve gameplay, rock smash or sucker punch/night slash should go into the last spot. with boosted-base 135 attack, rock smash will 1HKO TTar, but sucker punch can eliminate any starmies that might want to ruin you fun. if that absol has super luck, night slash will critical hit more times than it won't, so it can be a devastating force with swords dance. double team is not recommended because it only turns the match into a game of luck than strategy (hope that answers your question, MonKey) and are thus banned by most of the players.

Life Orb for extra power, Leftovers for more survivability. The EV's are pretty simple, max Spd and distribute the rest between it's Atks. Grass Knot to deal with Water, Ground, etc. I'm not too sure about Mach Punch... Since this is a SkarmBliss counter, I don't see how it would need to outspeed them... I suggest replacing it with either Nasty Plot or Swords Dance. If you do, then Focus Sash might be a better item.

Well, while the main purpose of it is for SkarmBliss, it's still going to be used as a pure sweeper. So maybe both grass knot, and stone edge instead of mach punch, and to fill in the gap?
