Ok so i beat team rocket by cheating and not beating everyone so now i dont have the second password!!!!!
I beat the elites already...
i got the ruby....
What else do i do to get the sapphire???

The second password can be found inside dotted hole on island six. To get inside, bring along a pokemon that knows cut and break- er - cut down the door.

He probably used a Gameshark.
Anyways, If you did use a gameshark, then that's why. I don't see any other reason why that shouldn't be working.
