Iam very confused...The only way to complete the Hoenn pokedex(national) is the trade from johto/kanto regions but fire red/leaf green are unable to trade to hoenn games. explain?

Not sure what you mean by that, because you need the Sevii Island quest completed in FRLG before you can trade. However, between Sapphire and Emerald, all of the 200 Pokemon in the Hoenn Dex are available.

If you're talking about the National Dex then yeah, the only way to complete it is to trade with Fire Red/Leaf Green, Emerald and I think you need Colosseum and XD for a few more Pokemon (like Ho-oh and Lugia, unless you have them from the event in FR/LG and Emerald).
However between Ruby and Sapphire, you are able to complete the Regional Pokedex as all Pokemon introduced in Gen III are available between those two games (with the exception of Jirachi and Deoxys). |

You need to get thereby and the sapphire in firered/leafgreen to trade
