In pokemon Emerald(i don't know if it is also in Sapphire & Ruby) In Lilycove city, when you travel to the southern most part of the city you go out onto a peninsula cliff like thing, and if you follow that you come across a white tower like thing with a yellow ball on top of it,so,
Is that something important or is it just there?

I think it's just a statue/decoration, but it definitely would've been nice for Game Freak to add some descriptive text or something when you hit A on it instead of making this random decorative thing.
