I got a Shinx off the GTS. Why? Well because I wanted different language Shinx. This Shinx seems to have been caught legitimately but it has the ability "LightningRod". Not a normal ability for a Shinx to have. It was caught on Route 202, with a Luxury Ball at level 4 (met at level 4). Now its 6. It has the moves; Thunder Thunderbolt Shock Wave ThunderShock
~Calm nature. Caught on February 16, 2012. It's stats seem fine. After seeing the ability, the nature and the moves, I feel like using this pokemon in my competitive team but will it pass Nintendo's hack check with the LightningRod ability :/ ?

No idea. Sounds hacked.
The real mystery is, who would hack such a lousy ability and such a terrible moveset onto a Shinx?

It's hacked and wont be allowed in B/W Wifi matchup. Shinx can only have Rivalry and Intimidate for abilities in gen4 (Guts via DW in genV)
If you need a poke with Lightningrod use Manectric or Zebstrika.

I raised it's Special Attack EV's to increase it's Sp.Atk and to make it's moveset more efficient. Why is this a bad moveset?

You are using 4 Electric-type attacks, and thus your actual type coverage will be very small. You will almost never run two offensive moves on the same type in any given moveset; the only exception would be if one of them offers something very very good that the other can't. (One example is running Pursuit and Crunch on Tyranitar.)
All I would have to do is switch in any Ground-type and wreak havoc on you. In fact, a Dugtrio would finish your Luxray off effectively; not only is it faster, but Arena Trap prevents it from switching out.
...You get the idea.
You want to run offensive moves of multiple different types, to get as much type coverage (and possible SE hits) as you can.

DNA is right. You have an Electric type that whores itself out to a variety of moves. While it gives more power to Electric moves, use a variety of moves. For instance, my Dragonite knows Hurricane, Outrage, Waterfall, and Cut or Strength.
