I lost track of Pokemon a long time ago, but recently I got interested in building a Team and I want Whimsicott to be one of the members, so I have been researching competitive builds.
In some databases, 252 EVs on HP is recommended, while others don't suggest HP EVs at all. In addition, I remember reading a long time ago that EVs on HP was not good on Whimsicott because it took him more time to gather more HP from Leech Seed for another Substitute or something like that.
I don't know how much the battle environment has changed and perhaps the above recommendation is not good anymore, so my question is: Is it good to give HP EVs to Whimsicott?

With 0 HP EVs you will gain more HP from Leech Seed, but you sacrifice greater recovery for slightly reduced durability. I think in the end it really just comes down to what kind of set you're doing.
Any set that is running Substitute needs optimal HP, since you want to drop the biggest Subs you can. If you are running Leech Seed w/o Sub, however, it's probably better to go on the low end. It mostly depends on the moveset you're using.
